It can. Dust, pollen, traffic grime and droppings sit between the sunlight and the cells, and even one heavy dropping can shade part of a panel. A gentle clean lets light reach the cells properly again, which is what the system was designed around.
Rain tends to shift loose dust but leaves droppings, lichen and sticky grime behind, and as water evaporates it can leave a film of residue. Panels mounted at a low angle also drain slowly, so a hand clean with deionised water does a far more thorough job.
